The male does look a bit like a Diamma, but the female is something else, so I suspect a top down view should show the male is not a Diamma

Thank you for the proper identification Michael. Once you compare this specimen with the North American Great Black wasp it is clearly different. Good to know there is not another invasive species in the garden.
